With reference to my letter of the 12th of last month
and to previous correspondence concerning the extension of
the scheme of penny letter postage to British Post Offices
in China, I am directed by the Postmaster General to acquaint
you, for the information of Mr. Secretary Chamberlain, that
the Lords Commissioners of the Treasury have authorized the
institution of the reduced rate of ld. per half ounce on
letters sent from the United Kingdom for delivery through
British Postal Agencies in China on the 1st of May next.
Mr. Chamberlain will no doubt cause a notice of this extension
to be sent to the British Colonies included in the scheme.
The notification from the Hong Kong Post Office gives
a specific list of Agencies (as noted in the margin) to which
the new rate of 4 cents per half ounce, established by that
Office on the 15th of February last, is applicable; but the
Treasury authority has been framed in general terms, so as der Secretary of State,
